ChatGPT Enterprise vs Claude Enterprise vs Microsoft 365 Copilot: a 2026 buyer's guide for Australian organisations
Choose enterprise AI against your organisation's storage requirements and the controls staff need to use company information.
Published · 6 minute read
Microsoft 365 Copilot is the better fit when an organisation wants Microsoft Graph permissions with Purview controls and has qualifying Microsoft 365 licences. ChatGPT Enterprise suits buyers who need its restrictions on SharePoint sites, shared drives or Teams, with data stored at rest in Australia. Claude Enterprise fits better when published per-licence pricing and Google Workspace SSO and SCIM guides matter, provided US storage and its 20-licence minimum are acceptable.
What should an Australian buyer check before choosing enterprise AI?
- The IT manager puts mandatory storage and processing locations in a procurement spreadsheet, excluding products that fail them.
- The sponsor selects documents for participants to test in each eligible product.
- The IT manager tests connector exclusions against the selected documents.
- Procurement obtains comparable estimates using the same user count and expected usage.
- Participants compare factual corrections and checking time before the sponsor chooses a product.
Why data requirements come before a trial
For an Australian business, council or government agency, mandatory requirements may include Australian storage or retrieval of audit logs (through the Compliance API in ChatGPT and Claude, or Purview in Microsoft 365). The executive sponsor sets out those requirements in the procurement spreadsheet. The IT manager holds a product out of the trial unless it meets them or the sponsor changes the requirements in writing.
The IT manager coordinates the ChatGPT workspace admin, Claude organisation Owner and Microsoft 365 administrator for product changes. The Entra Global Administrator handles Claude’s Microsoft consent. Participants check answers against source documents. InnovateX’s executive AI playbooks can help the sponsor decide who may approve the company information each product can use.
How the products compare
| Requirement | ChatGPT Enterprise | Claude Enterprise | Microsoft 365 Copilot |
|---|---|---|---|
| Microsoft content | SharePoint, including OneDrive for work or school; Teams; Outlook Email and Calendar | Outlook, SharePoint, OneDrive and Teams with delegated permissions | Microsoft Graph content within existing user permissions |
| Google content | Gmail, Calendar, Contacts and Drive; Docs, Sheets and Slides actions within Drive | Gmail, Calendar, Drive, Docs, Sheets and Slides | Drive indexing that keeps Drive access controls |
| Australian storage | At rest for new Enterprise customers, at no extra cost; exclusions apply | Enterprise app data stored in the US; Australian residency through separate Bedrock or Vertex AI services in Asia-Pacific | Interaction content at rest when the tenant’s default data location is Australia |
| Processing in Australia | Inference unavailable in Australia | IT manager requests processing locations from Anthropic | Forecast for end of 2026; delivery unconfirmed |
| Retention and audit | Admin-set conversation retention; Compliance API and Compliance Platform | Custom retention, audit logs and Compliance API | Purview retention, eDiscovery and sensitivity labels |
| Certifications | SOC 2 Type 2; ISO 27001, 27017, 27018 and 27701 | SOC 2 Type 2; ISO 27001, 27017 and 27018 | IT manager checks Microsoft’s compliance documentation before purchase |
| Commercial model | Quote-only; credit- or token-based billing | Published per-licence pricing; minimum 20 licences, plus usage | Per-user add-on requiring a qualifying Microsoft 365 licence; Business Standard and Business Premium bundles also exist |
OpenAI doesn’t train on Enterprise data by default, including app data. Anthropic doesn’t train on customer content by default, and Microsoft doesn’t use Copilot prompts and responses to train foundation models.
When Copilot is the better purchase
In an organisation already using Purview for retention, the IT manager tests whether Copilot meets the sponsor’s document requirements under those controls. Participants request a board paper summary through accounts with different permissions.
Where licences are available for testing, the Microsoft 365 administrator assigns them at Microsoft 365 admin centre > Billing > Licenses > the product > Assign licenses. At Reports > Usage > Microsoft Copilot, the IT manager checks whether participants used the product before following up on missing test results.
Copilot’s Google Drive connector can index Drive content while keeping Drive’s access controls. For an organisation using both platforms, the IT manager includes Drive retrieval in the Copilot test.
When ChatGPT’s app controls fit better
ChatGPT Enterprise fits when the sponsor needs SharePoint site collection limits, whole shared drive restrictions or Teams allow and block lists. New apps are off by default, and RBAC limits access to selected roles.
The workspace admin configures those restrictions at Admin Console > workspace > Plugins > the plugin > Safety & Security Controls. Participants request content from an excluded location while the IT manager checks the answers against the configured lists.
Like Copilot, ChatGPT’s SharePoint plugin respects each user’s existing SharePoint access. Outlook Email’s sensitivity-label exclusions don’t inspect labels inside attachments. Where those attachment labels determine what staff may use, the workspace admin leaves Outlook Email disabled for the affected roles.
When Claude Enterprise fits better
Claude’s published per-licence pricing gives procurement a starting point for licence costs while ChatGPT Enterprise requires a quote. Usage remains additional. For Google Workspace organisations, Claude also has published SSO and SCIM setup guides; ChatGPT’s Google provisioning needs OpenAI’s confirmation before an IT manager relies on it.
For Microsoft content, Claude’s connector covers Outlook, SharePoint, OneDrive and Teams using delegated permissions. The Claude organisation Owner enables it, then an Entra Global Administrator consents.
Claude’s Google connectors ask for approval before send and share actions by default. ChatGPT’s Always ask plugin permission provides similar protection, so approval alone doesn’t favour either purchase. The IT manager tests the approval request in both products with the selected participants.
Claude Enterprise stores data in the US and needs at least 20 licences. The sponsor must accept the storage location, and procurement checks that the minimum fits the intended user count before requesting a proposal.
Storage and processing need separate decisions
New ChatGPT Enterprise customers can store data at rest in Australia at no extra cost. Australian inference isn’t available; inference residency is only in the EU, US and UAE. Data sent to apps, MCP servers or web search, plus workspace metadata, sits outside the region. Beta features, third-party GPTs and Codex Web aren’t covered by residency.
Claude Enterprise stores data in the US. Australian residency for Claude is available through AWS Bedrock or Google Cloud Vertex AI in the Asia-Pacific region. The IT manager assesses those services separately from the Enterprise app.
Copilot interaction content stays at rest in Australia when the tenant’s default data location is Australia. Microsoft forecast local processing by the end of 2026; delivery remained unconfirmed on 3 November. The IT manager requests written confirmation before the sponsor relies on that forecast in a purchase.
Common mistakes
A certification doesn’t authorise a document for use in a connected app. The sponsor approves the permitted documents in the procurement spreadsheet after reviewing storage requirements.
Before requesting proposals, procurement confirms the tier: ChatGPT Business has no SCIM, RBAC or data residency, and Claude needs Enterprise for SCIM, RBAC and custom retention.
What to do this week
Procurement asks each vendor for a 12-month estimate. The IT manager prepares the Microsoft 365 identity and connector tests or the Google Workspace pilot after the sponsor settles the mandatory requirements.
