Microsoft 365 Copilot is only as good as the tenant it sits on top of. If your security’s loose, your data’s unclassified, and your permissions are a mess, Copilot won’t fix that — it’ll amplify it. Before you spend a cent on licences, here’s what to get right first.

This is the final post in our four-part Microsoft 365 security series. We’ve covered tenant security, data classification, and permissions management — and every one of those topics is a direct prerequisite for safe Copilot adoption. If you haven’t read them yet, start there.

What Copilot Actually Sees (And Why That Matters)

Most people miss this about Microsoft 365 Copilot: it doesn’t have its own special access to your data. It sees exactly what each user can already see — emails, files, chats, SharePoint sites, OneDrive documents. The difference is speed. What used to take someone 20 minutes of digging through folders, Copilot surfaces in seconds.

That’s brilliant when your data is well-organised and properly secured. It’s a problem when a junior staff member technically has access to the CEO’s salary review or a client’s confidential legal matter, and Copilot helpfully pulls it into a summary.

Copilot respects sensitivity labels, encryption, and permission boundaries. But it can only respect controls that actually exist. If you haven’t set them up, there’s nothing for Copilot to enforce.

The Pre-Copilot Checklist

If you’ve been following this series, you’ve already done most of the heavy lifting. Here’s a consolidated checklist for what needs to be in place before you assign your first Copilot licence.

1. Lock Down Your Tenant Security

This is Post 1 territory. At a minimum:

  • Multi-factor authentication (MFA) enforced for all users — no exceptions, including service accounts. Copilot authenticates through Entra ID, so identity protection is your first line of defence.
  • Conditional Access policies active — control where, when, and how users authenticate. Block legacy authentication protocols entirely.
  • Security defaults or equivalent policies enabled — if you’re on Business Premium, you’ve got Conditional Access included. Use it.
  • Admin accounts separated — dedicated admin accounts with MFA, not the same accounts people use for daily email.

2. Classify Your Data

Post 2 covered this in detail. The essentials:

  • Sensitivity labels published and in use — even a basic four-level scheme (Public, Internal, Confidential, Highly Confidential) gives Copilot boundaries to respect.
  • Encryption applied to your most sensitive labels — Copilot won’t surface encrypted content to users who don’t have the rights to decrypt it.
  • Data Loss Prevention (DLP) policies configured — prevent sensitive information from being shared outside your organisation through Copilot-generated content.

3. Fix Your Permissions

Post 3 walked through the practical steps. Before Copilot goes live:

  • Audit SharePoint and OneDrive sharing — identify sites and files shared with “Everyone except external users” and tighten them to specific groups.
  • Review guest access — remove expired or unnecessary external access. Set expiry policies going forward.
  • Check Teams channel permissions — private channels exist for a reason. Make sure sensitive discussions aren’t happening in channels the whole organisation can access.

4. Start With a Pilot Group

Don’t roll Copilot out to everyone on day one. Microsoft recommends — and we strongly agree — starting with a small pilot group of five to ten users.

Pick people who are heavy users of Outlook, Teams, and SharePoint. They’ll get the most value and surface any issues quickly. Run the pilot for 30 to 60 days, gather feedback, and check the Copilot readiness report in the Microsoft 365 admin centre to track usage and adoption.

The admin centre now includes a dedicated Copilot readiness page that shows which users are eligible, whether their devices are configured correctly, and where gaps exist. Use it.

5. Create an AI Acceptable Use Policy

Before anyone uses Copilot, your team needs to know what’s expected. This doesn’t need to be a 40-page document — a clear one-pager covering the basics is enough:

  • What Copilot can and can’t be used for
  • How to handle confidential or client-sensitive information in prompts
  • Who to contact if Copilot surfaces something unexpected
  • Your organisation’s position on reviewing AI-generated content before sending it externally

If you’re in a regulated industry — legal, accounting, healthcare — this is especially important. Your professional obligations around client confidentiality don’t change just because AI is involved.

6. Sort Your Licensing

For Brisbane SMBs on Microsoft 365 Business Premium, here’s the licensing picture (all prices AUD per user/month on an annual commitment):

  • Business Premium — $34.55/user/month
  • Copilot Business add-on — $32.97/user/month on top of your base licence
  • Combined package (Business Premium + Copilot) — $67.62/user/month

You don’t need Copilot for every user. Start with the pilot group, measure the value, then expand. The licence requires an annual commitment, so make sure you’ve validated the ROI before scaling.

One important distinction: Copilot Chat is already included free with your Microsoft 365 subscription. It gives you web-grounded AI chat — useful, but it doesn’t access your organisation’s emails, files, or Teams data. The paid Microsoft 365 Copilot licence is what unlocks the work-grounded experience that searches across your tenant.

What Happens If You Skip the Prep?

Realistically? Two things.

First, Copilot becomes less useful. If your data’s scattered across abandoned SharePoint sites, duplicated in three different Teams channels, and labelled inconsistently, Copilot’s summaries and suggestions will reflect that mess. Rubbish in, rubbish out — even with AI.

Second, you increase your oversharing risk. Copilot surfaces information faster than any human could find it manually. Permissions that were “technically too broad but nobody noticed” suddenly become visible because Copilot pulls that content into responses. The risk was always there — Copilot just makes it obvious.

Frequently Asked Questions

Do I need sensitivity labels before deploying Copilot?
Strictly speaking, no — Copilot will work without them. But deploying without labels means Copilot treats all your data the same way, with no restrictions on what it can surface to whom. We strongly recommend having at least a basic labelling scheme in place first. It's one of the most impactful things you can do for safe AI adoption.
Can Copilot access encrypted documents?
Only if the user requesting the information has the rights to decrypt that content. If a document is encrypted with a Highly Confidential sensitivity label that restricts access to the leadership team, Copilot won't surface it to anyone outside that group. This is exactly why classification matters.
What's the difference between Copilot Chat and Microsoft 365 Copilot?
Copilot Chat is free with eligible Microsoft 365 subscriptions and uses web data plus any files you manually upload. Microsoft 365 Copilot (the paid add-on) accesses your organisation's data through Microsoft Graph — emails, calendar, files, chats, and meetings. The paid version is where the real productivity gains happen for business use.
Is Copilot safe for legal firms and accounting practices?
It can be — with the right controls. Copilot operates within your existing security boundaries, so if you've got proper sensitivity labels, tight permissions, and DLP policies in place, client confidentiality is maintained. The risk comes from deploying without those controls. If you're in a regulated industry, get the foundations right first.
How does this relate to Essential Eight compliance?
Essential Eight doesn't specifically address AI tools, but the controls it requires — MFA, application control, patching, restricted privileges — are exactly the same foundations you need for safe Copilot deployment. Getting Essential Eight Maturity Level 2 sorted is essentially getting Copilot-ready at the same time.
